Statement from the National Airlines Council of Canada on the Release of the Labour Program’s Phase I Report

The National Airlines Council of Canada (NACC) welcomes the Labour Program’s Probe on Unpaid Work in the Airline Sector: Phase I – What We Heard report. The findings clearly reaffirm what our member airlines have long recognized: flight attendants perform essential work across the full scope of their duties, and airlines compensate that work in accordance with collectively negotiated agreements and federal labour standards.
Importantly, the report confirms that the probe did not identify any systemic action on the part of airlines to avoid compensating flight attendants for the work they perform. Instead, it validates that existing compensation systems—designed through decades of collective bargaining—appropriately recognize both in-air and ground duties and align with the requirements of the Canada Labour Code.
NACC members are proud of the vital role flight attendants play in ensuring the safety, comfort, and wellbeing of the travelling public. We value their professionalism and commitment, and we remain steadfast in supporting compensation systems that reflect the importance of their work.
We appreciate the Labour Program’s collaborative approach and look forward to continued engagement in any further analysis or review. Canada’s airlines are committed to transparency, constructive dialogue, and upholding the highest standards for all aviation employees.
